සෞඛ්ය අමාත්යාංශය ප්රමිතිය පිළිබඳ සොයා බැලීමකින් තොරව ඖෂධ මිලදී ගැනීම් සිදු කොට ඇත්තේ ‘හදිසි මිලදී ගැනීම්’ හැටියටයි. හදිසි මිලදී ගැනීම් යටතේ බොහෝ ඖෂධ රැගෙනවිත් තිබෙන්නේ ඉන්දියාවෙනුයි. මේ තත්ත්වය හමුවේ අද අපේ රටේ රෝගීන් ‘පර්යේෂණාගාර මීයන්’ බවට පත්ව තිබෙනවා. අද රෝහලට යන එක මෝචරියට යෑමට සමාන වී තිබෙනවා. මේ තත්ත්වය දිගින් දිගටම පැවතුණොත් ‘නිදහස් සෞඛ්ය සේවාව’ කියා එකක් නමට තිබුණාට එහි පිහිට පතා ගෙන එන ජනතාවට ඉන් කිසිදු සෙතක් සිදු වන්නේ නැහැ.

ආර්ථික අර්බුදයක් තිබෙන රටක යා යුත්තේ හදිසි මිලදී ගැනීම්වලට නොවෙයි. පූර්ව වශයෙන් සැලසුම් කරලා, නිසි ප්රමිතියෙන් යුතු ඖෂධ, නිසි ටෙන්ඩර් පටිපාටියක් මත මිලදී ගැනීමයි සිදුවිය යුත්තේ. නමුත් මේ සෞඛ්ය බලධාරීන් සිදු කරන්නේ ඖෂධ හිඟයක් ඇති වීමට ඉඩ හැරලා, අදාළ ඖෂධය ‘හදිසි මිලදී ගැනීම්’ යටතේ මිලදී ගැනීමට පියවර ගැනීම. විවෘත ටෙන්ඩර් පටිපාටියකින් තොර මෙම හදිසි මිලදී ගැනීම්වලදී අතයට ගනුදෙනු කිරීමට පහසුයි. මේ විදියට ඇතැමුන් ‘ගාණ කපනකොට’ අපේ රටේ රෝගී ජනතාව රෝහල් තුළ මියයන ඉරණමකට ඇද වැටී තිබෙනවා. ‘මේ තරම් පාපී, තුච්ඡ දේශපාලකයන් සහ නිලධාරීන් ලෝකයේ වෙනත් රටවල ඉන්නවා ද?’ කියා අපි නම් දන්නේ නැහැ.
කාලකන්නි ඇමතිවරුන් සහ නිලධාරීන් “කපන්නේ” කවදා ද?
මේ විදියට බඩේ අමාරුවකට ඉස්පිරිතාලෙකට ගියපු රෝගී දරුවකු ලබා දුන් එන්නතකින් මියයනවා නම්, බෙහෙත් ගෙන්වූ සහ මිලදී ගැනීම් සිදු කළ කිසිවකු ඒකට වගනොකියනවා නම්, සෞඛ්ය ඇමතිවරයාත් ‘බබා’ වගේ ඉන්නවා නම්, මේ රට රටක්ද? පඬු කරඳ ගහ කපන්න නම් කැබිනට් තීරණ ගන්නවා. නමුත් මේ වගේ කාලකන්නි ඇමැතිවරුන් සහ නිලධාරින් කපා දමන්න කැබිනට් තීරණ ගන්නේ කවදාද?
මේ තත්ත්වය වෙනස් කරන්න ඕනේ. ඒ සඳහා සෞඛ්ය අමාත්යාංශයට අදාළව හදිසි මිලදී ගැනීම් අවලංගු කරන්න ඕනේ. කල්තියා සැලසුම් කර ඖෂධ රැගෙන එන්න ඕනේ. අතිරික්තයක් තිබුණොත් ඊළඟ වසරේ පාවිච්චි කරන්න හැකි වෙන්න ඕනේ. එහෙම නැතුව ඇමතිවරුන්ට සහ නිලධාරීන්ට ගසාකන්න ඉඩ දීලා, මෙවැනි තරුණ දරුවන්ට මියයන්න ඉඩ දීලා, තවදුරටත් බලා සිටිය යුතු නැහැ. මේ පාපකර්මයට තවදුරටත් වැඩෙන්න ඉඩ දිය යුතු නැහැ.

මේ තත්ත්වය හමුවේ සෞඛ්ය අමාත්යවරයා හෝ සෞඛ්ය අමාත්යංශයේ ලේකම්වරයා ඉල්ලා අස්විය යුතුයි. නමුත් ඒ කිසිවකු ඉල්ලා අස්වෙන්නේ නැහැ. ඔවුන්ට මේ ගැන කිසිදු හැඟීමක් නැහැ. ඒ නිසයි අපි කියන්නේ මේක හරි අවාසනාවන්ත තත්ත්වයක් කියා.
